I tired the stock bracket and didn't like the fit. Then I modified the stock bracket and still didn't like the fit. I also tried a cheap universal bracket. I ended up just drilling a couple holes in the bumper pad and screwing the plate to it. I also bent the plate a little so it's sits nice and flush.
I also bought another lower grill/ bumper pad assembly so I have a mint one on hand with no holes drilled in it.
I found some 3/16" plastic hole plugs at Lowe's and painted them magnetic to fill the holes in the bumper.

I mounted my front plate in the pocket on the back of my seat. I hate front plates, and yes, we are required to have them in N.Y. Never been bothered about it.
