You will be fine removing the 91' emissions stuff since the truck is an 83'. You only need the 83' emissions stuff.

Is there any downside into leaving it inplace? Loss of hp, mpg?

most people just leave it in place and cap off the end of it when doing the smog pump removal. Cant tell ya how many of those I've capped on a 5L mustang. The only real way with mustangs to remove it is when we swap out heads for a set of AFR's, trickflows or some other nice set that doesn't have all the emissions crap.

leaving it in place and capped wont hurt anything or do anything.

i completely reomved the a.i.r. system from my truck, just plug up the holes when u remove it, and get rid of that whole mess
