ive got a 2000 f150 4x4 can i fit 33s on it by just cranking the torsion bars?

Shouldn't be a problem - I had some very minor rubbing with 33x13.50 MT baja claw's, just don't go crazy with twisting up the T-bars.

You dont even need to crank them. This is what my truck looked like with 33's before I cranked it up.

No. The brakes are to big. 16" is the smallest you can run.

ok sounds good im going to college in august and im trying to find the cheapest way to make it look good. its getting straight pipes this week and tinting the windows. i just dont like those rims on a black truck gotta get some chrome.

If you keep those rims you could do the Nitto Terra Grapplers in a 295/70 r 17 that would make it a 33x12... that is an LT tire and will ride rough... err Firm... It won't rub and you most likely would not have to turn your T-bars. turning those makes the ride very rough as well. It will also cause parts to wear differently when you change the angles and may cause a part failure and you really should avoid that when going to school... For ride, comfort and gas mileage... try to stick with a "P" tire. Check out my album for many different rim and tire modifications... I've done and made all the mistakes...
