Swapping the steering column complete would be the best way along with the 03 full wiring set up.

I'm not 100% sure on the door wiring but since the doors are different, I believe the door wiring is also. Something to check also
Thanks for the info! This is really helpful, I had no idea.

Maybe. It just bolted up for me, which I was pleasantly surprised by.

Yeah I didn’t think there were any differences that were too major.

the frame is the same 4x4 to 4x4 etc, it's just the 98 front bumper brackets you need to swap to the 2003. Whitey's right and it's easy to do

Lol I did that for someone 2 years ago and thinking back I did change the brackets. Sorry about the miscommunication.

If it wasn't for the difference in bolt pattern you wouldn't have to swap brackets. It would likely work then

Yeah. I think I’ll leave my 03 brackets on because I’m planning on a 99-03 swap anyway.

I can't swear by this but if I remember right all 99-03 core supports will fit all 10 gens but 97-98 will only work with 97-98 trucks. Some punched holes were added in 99 and the original punch holes were kept for service parts.
