Yeah full panel could me a full slip on panel... or a full replacement panel.... so clarify... like I asked in my first post did you buy a slip on or weld in?

From your crappy description it sounds like you bought a slip on because obviously with a weld in panel you have to cut out all the rust... that's why you're welding in clean metal. If you bought a slip on your half@$$ing the job anyway so why do you care with what's underneath? Cut it out or don't who cares it's not being fixed properly anyway.

 

Then how would it fit over the top, and who would want to ? Goofy question, what do you expect lol.

How about complete rocker ? Who knows what full panel means to you.

If it's complete, then it's a weld in. You cut all spot welds and discard existing, replace with the new. Spot welding mostly (if you cut them out correctly), some butt welding....at each end and center for SC and larger.
