My 99, 4.2 did that then got more frequent until the fuel pump went. New fuel pump and hasn't done it sense

Fuel pump is dropping the pressure on the return check valve side. We had a few of those a couple years ago. It gets lot worse on hot days.

This would be my guess.

I have also seen the rubber hose in the tank develop a leak and act like you are describing.

Yeppers. It's like the check valve isn't working when the hose shreds.
