Does it happen if you don't put it in 4 hi first? Just go straight from 2 hi to 4low?

Do you put it in neutral before slowly changing it from 2wd-4hi-4low?
With your foot on the brake?

You will see the actuator on the side of the T case....have someone change the 4wd **** while your under there(be safe tho) and see if it's engaging all the way threw...maybe you can free it up.
