I believe I need a GEM. The drive side window will not roll down. I have voltage at the switch and voltage up but from what I can tell no voltage down. That was going both motor wires to ground. One had voltage up.

Could I be right or have I missed something?

 

More than just a GEM. You have a leaking fron windshield

 

This would explain the pass side floor board but not driver side wet then right?

 

NO it can leak on both sides. The gem is on the driver side. The GEM and interior fuse box will hold the water.
