Perplexing PATS Programming Problem
I'm on my second set of blanks (both stated to be correct for my '03 F150), with the same results.

P.S. Via Forscan, I've verified that only two keys are currently programmed.

1. Insert an existing (working) key into the ignition cylinder.
2. Turn the ignition to ON (RUN) and back to OFF (Minimum ONE SECOND in "RUN"). Remove key.
3. Within TEN seconds, insert a second working key and turn it to ON (RUN) and then back to OFF(minimum ONE second in "RUN," max TEN seconds). Remove key.
4. Insert new key before TEN seconds elapse and turn to ON (RUN). Leave it the ON position minimum ONE second and turn back to OFF.
5. The security light will light up for THREE seconds to indicate that the new key has been successfully programmed.

At step 4/5 the THEFT light flashes quickly and does not stop until key is removed.
Can anyone tell me what the heck is wrong?

ok, I guess you've got the right instructions
are both your working keys factory original or properly programmed?
because cloned keys will not work as a second key, these keys are what you get at wal mart and other hardware stores.
I think there is a limit to the number of keys that can be programmed to the system.
after you reach the limit you're going to the dealer for a reset.

Ahhh! There are only two programmed (verified in Forscan), and I have only two: One is a Ford key, and one is an aftermarket. I never considered that they could be clones (and therefore the ECM would see them as the same key and error out as above).
Sounds like I might need to wipe them all out and start again (which makes me only a *little* bit nervous.)

You need atleast 2 programed ignition key. Can both keys start the vehicle? If yes, spare key pid is not enabled. You need a bi-directional scantool to turn that on.

Both keys start the vehicle, yes. I will have to check the SPAREKEY PID, but I have no reason to think it would have been disabled.
I have Forscan (activated) with a Bluetooth OBDII adapter. I've not yet tried to write information with this setup, as I've not studied up on it enough yet.
I also have Auto Enginuity, but I don't believe it can access the PATS system.
I believe Forscan will do what I need. The only question is is my interface sufficient?

It's either the key don't have a transponder, somebody from the Dealership disabled it or your keys are cloned having the same key code.
Ford Enhance Interface is needed to access PATS using Auto Enguinity. You can add additional key with one progmmed key without erasing keys stored using a Scantool.

The keys that won't program are new PATS blanks I had cut.
Both current keys will start the vehicle. Since they can't be used to program a third, I'm betting one is a clone.
I'd really like to know what I'm dealing with before taking action. Do you know if there's a way to read/compare the transponder code(s)?
