Default No power to OBD2 port

So, my 99 won't pass inspection because there is nothing to power the scan tool. I have already checked fuse #3, it was blown, I replaced the fuse and the cigarette lighter now works but the OBD2 port doesn't have any power. Were do I need to start looking to solve this?

Are all of the wires hooked to the back of the odb port securely? I accidentally pulled one out on mine and made a simple fix into a headache lol

I'm also having almost same issue in my OBD2 port only when I'm using an inverter plug in accessory or cigarette lighter as power source for my laptop.

On some years, fuse 41(mini 20amp) is the cigarette lighter/ODB II power source.

So I checked the wires and they were all good, took it up to auto zone and they were able to hook to code reader up to it without any issues, took it to another shop today and it passed.
