Manifold replacement
I have some VHT left over from a motorcycle exhaust - was just going to spray and let it cure on the truck as best it can. It sounds a lot more complicated than I suspected.

I doubt I'll paint, but damn sure going with stainless hardware. That's a done deal, - it's getting SS Torca sleeve clamps as well. If the 98 needs an engine at some point, hopefully the exhaust won't slow things down so much. I guess we'll see lol.
Did the VHT hold up on the bike?
Yes, the VHT has held up well on the bike exhaust but it's never going to see salt, probably not even rain if I can help it.
I'm curious how the cookie pads will work on cleaning the head. I put some jb weld on the manifold last year to block a hole where some of the gasket had blown out. That jb weld held very well to the aluminum. It was easy to chip it off the cast iron but I'm going to have to do something different to get it off the head. I think I can scrape it off with a razor blade a little at a time.

Heat them up.... heat seems to be the ticket on these things. Like you mentioned, welding a nut on them will get them nice and toasty too. Here are some more ideas for you.
