Header panel has nothing to do with your grill and bumper. All it changes is how the headlights mount.

Well I knew my dad bought it new in 96 but the manufacture date is 12/95!

Got a question about retrofits for these lightning's. Would this be all I needed to do a retrofit or would I need a few more things to make it work properly?

Buy the full kit from TRS. It's cheaper and easier than piecing all the stuff you will need together. And it's all under warantee.
