How to remove bumper pad

Anyone know how to remove the bumper pad? i see theres plugs or something that look like they just need to be popped out and can this be done without removing the bumper?

Go under with needlenose pliers and pinch the plastic clips together and push up...

I have just popped em off before but if it's cold out you could risk breaking clips...
