There is a 99 f350 crew cab v10 w120,000k for 7,999. Is this a good deal?

a similar f350 v10 dually was down in tally for 7999 but i backed away for 2 main reasons, A. MPG & B. i heard there was timing issues, however thats what i heard no one could give proof other than a guy here or there that had the problem, but my first reason why i didnt buy is the main reason

MPG with my V10 is terrible... the best I was getting on the highway with 35" Toyo Mt's and a 4 in lift kit was 11 MPG, I was doing around 75-80. City driving was around the 8s or so and before my lift and tires I think I was getting around 10 for city maybe like 13-15 highway I never really calculated it.
