I am a new member, just wanting to know if anyone has information on 2001 harley davidson F150, blower motor has power even with ignition off. My Theft system indication iluminated and now my truck will not start! This all happened today! My blower motor fuse and relay are good! My truck is right at 250,000 miles. Any information is greatly Appreciated!
If it proves to be water penetration, you will need to find the source. There are a couple of different things it could be... a rust hole somewhere around the windshield area (I've seen them leak all the way up by the rear view mirror, or a bad seal, or the seam located near the top drivers door hinge. All of those areas are known leak areas.
A way that I started doing, and some other members on here have as well, is I buy a bucket that the GEM can fit into entirely, and also buy a big bag of rice. Submerge the GEM in the bucket of rice and let it sit for 24 to 48 hours. The rice will draw out all of the moisture, and most of the time will be as good as new.
So... has it rained recently? Been through a car wash lately? A sure sign it is leaking is a puddle or wet spot below your pedals.

How did you determine the relay was good? Working without the ignition sounds like a bad relay. What happens if you turn the blower off at the fan switch? Does the fan still keep running then with the ignition off?

Yeah, it's not going to be a relay. If you've not experienced a wet GEM, you haven't seen anything. My Expedition would try and start itself. The starter would engage and just keep spinning until the battery was disconnected. Every light on my dash would come on and off. All kinds of relays kicking on and off, The horn would honk sometimes. The wipers had issues, power windows had issues.... yeah. The GEM getting wet can get really bad. Seems like the power seat wouldn't work either.
I have had Gem issues but not to the extent you describe. The thing was covered with dust and mildew that acted like a sponge. I've also had relays that were stuck closed and components wouldn't turn off.
Per the wiring manual power to the relay comes from the battery or charging circuit and not the central junction box. The relay sits between the blower motor and the power with nothing in between and all it's connected to is the function switch and blower resister but they are powered by the relay also and stand alone. Could it be shorted or have a bad ground connection because of moisture at the GEM or central junction box? Of course but the OP said the relay is good. How can you know the relay is good at the battery junction box. It has to come out to test the relay.
