Do you have that "auto lamp" feature on your headlight switch assembly? This is an "active" module with an integrated circuit and a couple of transistors, and as I've experienced, is subject to a logic freeze (and also wiped out 2 fuses, one of which was the chime, airbag sensor check and dash cluster). If you have this, rotate it to the "off" position (and keep it there). Worse case, disconnect the battery for a couple of minutes. That module could keep your low beams from coming on, and the steering column switch merely turned on the high beams. This happened to me last week!

before you go out and buy new light you should test them first. take the bulb out and wire it strait to the battery
