Grill gaurds are expensive. Light bars are cheaper, but then the lights really add to the cost. Craigs list?

Well, you usually have two lights on a brush gaurd. With light bars, most people put more. You are talking about a front bumper bar, not a bed rack/roll bar, right?

In total agreement with the General- and for that price, it might be missing the mounting hardware because the owner pulled it, left it in the garage, and sold the truck. I check CL daily for F-150 and Expedition part outs, and most have front end wrecks. You may have to search CL across state lines. And, put a few feelers out to local junkyards in case one comes in and have them contact you.
