Default F150 Transfer case motor

I'm still dealing with my 4x4 issues. If anyone here can give some insight it woudl be greatly appreciated. 98 f150, 4.6 ESOF. When i move the selector switch on the dash, i don't get any lights, no relays clicking, nothing! I tested the plug at the transfer case motor, and i never get power going to that plug. Should i replace GEM, or Transfer case shift relay module. Also i have heard that you can pull codes from the transfer case computer even without a CEL, is this process the same as using the standard OBD II connector?

Hey guys, i'm new here, been browsing the forums for a few days and cannot find the answer to my problem.

I have a 98 f150 4.6 ESOF. Last week the 4wd switch wouldn't do anything, no relays clicking, no lights on the dash. Then one day, when fulling around, it went into 4L, and the 4H light showed on the dash. I Couldn't get it out of 4l so i pulled the transfer case motor, and manually put it in 2H. Tested the Tcase motor, it was dead, so i replaced it.

Still NOTHING! Still no relays clicking, no lights on the dash. I wouldn't think the GEM because i have no other problems and besides that the truck runs better than ever. I also have NO POWER at anytime to fuse 20, and 21, inside the truck. Vacuum system seems fine.
Q's Are:
Why no power at fuse 20?
Why no lights or relays clicking?
