Exhaust Flutter?

1999 F150 5.4. my exhaust setup is true duals WITH ALL 4 CATS, and no mufflers. the passenger side flutters and just doesn't sound right and to me it's extremely aggravating. how in the world do I fix this ?

Is there a cross pipe?
Or put on mufflers.

Please explain what you mean by flutter. Do you mean like the motor is misfiring? Like Blu said, you should have a crossover pipe between both sides as well.
