When starting engine, there is a squeal from belt and appears pulley on harmonic balancer is not moving but belt is rotating.....

This is a pretty easy. I promise you if the engine is running the harmonic balancer is spinning. Probably gonna be the belt tensioner or an idler pulley.

Yup, if the engine is running, or even turning over...that crank pulley is spinning. If you need help seeing that, just place a dot of paint on it. If it truly wasn't spinning, you will have stumped us all on here ha.

But like he said, probably time to change the idler pulley, or tensioner (I doubt this though) or even the belt.

Why do you doubt the tensioner would be bad. It has a bearing that can go bad just like the idler pulleys.

It definitely can go bad, but I've always heard of the idler going bad long before the tensioner. I've actually heard the tensioner is pretty good.

And when the idler pulley is cheap and easy, I'd do that first.

It's not a guessing game. Remove the belt and spin each pulley by hand. The bad pulley will not spin smoothly.

Well yea. I was thinking along the lines of the tensioner getting wear and not keeping full tension on the belt...which will also cause it to squeal.

But the actual pulleys are pretty much the same.

If the bearing on a pulley, whether tensioner or idler, is binding up the belt will slip as the pulley slows down from the dragging bearing. It can be interpreted as a chirp.
