BTW- the answer is no. This is why you scan it even if there is no CEL illuminated.

I never liked it either, but it is the best there is. That is why every manufacturer uses this Ford desgined system. This is why OBD codes are the same, vehicle to vehicle (for the most part).

Please correct if I am wrong. There are codes that don't trigger CEL. I had a voltage related code that didn't trigger CEL or could be read with a regular scanner. But when I connected a heavy duty scanner, it read this chassis code (some B code if I remember correctly).

That's correct. If I recall, vehicles with a digital odometers can display those DTC's as well.

You are correct. The other codes you see, usually aren't seen with regular scanners but are with the more expensive, full scaled units. ABS and the other overall codes, can be read easily with the proper equipment. It's all about the tool in this case.
