Best and fastest?

Take it to a shop

People at home have no way to dispose of copious amounts of water/antifreeze properly

My local dumpster sites collect antifreeze....Believe it or not, many localities tell you to flush antifreeze down the toilet. They water treatment plant has a way to deal with it.

Autozone and o'reilly's will take anti freeze and oil around here. Haven't been to Napa in a while but they used to. I've also had Jiffy Lube take my oil for free as well. We can't flush it here and if you get caught you get fined.

Same here. Easiest way, and it's free.

im just wondering how do you drain the coolant resivoir tank? I know how to drain the radiator and what do you run through the system to clean it after you drain it all?

I used a turkey baster.

I used the Pennzoil flush sold at Walmart, following the directions on the bottle.

Pull the supply line off the bottom of the tank.

When I did my reservoir, I drained it like Lenn suggested - pulling the bottom hose. I also removed the whole reservoir and gave it a good cleaning.

Also, when I filled the system, I cut my old upper hose and made it so I could fill the system there..... with the cap off of the reservoir. As soon as the coolant was to the top of the radiator, I then filled the reservoir up. I don't know if that's the proper procedure, but in my case it worked to perfection. I didn't need to burp it at all.
