Compressor should turn without disabling low P cutoff switch as far as the system is in vacuum and some freon is added. Are we misguiding OP by any chance?

That depends on external temp, and its winter in parts of US.

But, as soon as it starts its going to kick back off on low pressure 1 sec later. To charge very low system you have to jump the low pres switch until system has enough this doesnt happen

No liq freon has been added yet. Whats been done, is pressurize it with the vapor pressure from a can of freon. It only takes 1 drop of liquid in system to maintain that vapor pressure. Theres still nothing for the compressor to pump really. Which is why it will have low suction pressure as soon as it kicks on.

If its a reman or used, clutch could be bad. A new would be very doubtful . I would never rebuild ac system and use anything but new parts. Its high chance of wasted $ and time and effort if you dont. Or having to repeat 6 mo or 1 yr later. simply not worth it. Its worth doing right and not cut corners.
