Cheap upgrades to 98' F150

Wheels and tires make a big difference. I picked up mine on CL for $500, and sold the stockers for $250 a few weeks later.

I replaced my front shocks and cranked my torsion bars, the ride smoothed out quite a bit, and the tires didn't rub anymore. I spent about $70 for the shocks, and will spend another $70 on the rear one of these days.

I also "color matched" my grill and added some lights, probably spent about $100 between the two projects.

The topper will eventually get color matched to the truck, I got that for a steal too - $125 on CL. I have it so my 100lb Newfie/Lab puppy has a safe place to ride when we go on trips. She got too big to ride in the front.

The gotts mod, there is a link to it just google it, but plain and simple you have your airbox, and your snorkle which goes into the fender, take that off, buy a 3"to 3" rubber peice, take four inches of 3 inch pvc, file it to fit into the hole in the fender, (its oblong, I used a file for horse hooves) pound the pvc in, slip the rubber over the end of your air box and pvc, tighten it up put filter back together, and done. Took me 10 minutes, longest part was filling the pvc.

Yeah, I catch a lot of crap for that. I've got a 9 month old, 110lb Newfoundland/Lab mix puppy who takes up the whole front seat when she decides to lay down. I built a nice dog box for her, but it's too heavy and awkward to always be pulling in and out of the box by myself when I need to use the bed. The topper is a nice compromise because I can still use the truck bed and Norma Jean (my dog) has a nice, safe place to hang out when we drive somewhere. The plan is to eventually get it color matched and to mount a roof rack to it for carrying my spare tire, and a kayak or canoe when needed. Maybe even add another set of lights up there for the hell of it - everything is a work in progress.
The tires are 285/75R16 and the wheels are 16x8 - not sure of the backspacing but I'll measure this weekend when I'm putting new tires on.

2" rear blocks (I didn't do this) - $10
CL Rims and Tires - $50 to $250

Skip the CAI, add power windows and locks if it's an XL. Crank the t-bars and add a block to get a cheap lift. Exhaust, maybe a cheap used tuner.
I personally wouldn't waste my money on projectors unless your stock headlights are fogging up or otherwise need replacement.
