I have two codes. shop says i need new cats. has 220,000 miles on them. My state doesn't have emission test. What happens if i hollow them out? I know I will stall have the codes. Will it change fuel mileage much?

That being said, what are said codes? Let’s deal with that rather than whether or not your state does emissions.
1. Its illegal for on road use

3.lots of engines with 300,000-400,000 and no cat problems.....if cats are damaged ...its because of ANOTHER problem.....its a symptom......
4. Bastardizing vehicle starts you on road to turning it into POS, of course it might already be.....

If all you are only looking at is a P0420 or P0430 catalyst efficiency code
That means your cats are NOT plugged and the efficiency is just down
I would leave them alone and there

I got PO420 and PO430. also two more popped up 3 months later, PO171 and PO174 running lean. The shop told me both set of codes are not connected, two different issues.
You can hollow the catalyst out provided you install a spacer for the downstream O2 sensor, obviously there's no need to install a spacer for the upstream. It wont affect the performance at all. Anyone who gets new cats should remove the Lower Intake, clean it, clean as much carbon out of the cylinders, check the injectors and maybe replace them with new ones, replace the fuel pump and spark plugs. Make sure your vacuum lines are good. If not, you'll most likely damage the new cats with too much unburnt fuel from old worn out injectors.
1) You have a failing converter (replace it)
AND
2) An intake leak or other fuel system problem causing the lean condition (check the fuel trims)
