Well would they say anything if you had 2 cats? Cause they probably don't know that it comes 4.

 

My buddy does inspections and its all in whether he would be comfortable inspecting it he knows it has 4 I just don't want a huge hassle cutting them out and putting whatever back in

Because there's this thing called inspections in Pennsylvania and it won't pass then

 

Then take it somewhere else. 99% of the general public won't know they came with 4 and even a lot of the OEM replacement systems replace the stock 4 with 2 cats anyways. The law doesn't say you need 4, it says you need to have them. I have two high flows and zero problems.
