Brake ?
It's not normal, and your rotors are most likely out of round (also known as 'warped'). Meaning it's time for a full brake job to replace them (or machine them, but machining rotors seems to have gone the way of the Dodo)...

When I did my brakes, I also found that I needed to get a rotor cleaning tool and remove all the rust from the face of the hub, and if you get your rotors cut, from the mounting surface that meets the hub. This rust is enough to "tilt" to rotors (called excessive runout) and make your problem even worse.

Your rotors may need to be replaced , if they are under the minimum thickness to be turned. Turning has gone somewhat out of style because rotors from Mexico and China are so cheap today. Several years ago you could still get them turned for about $15 a piece, New was about 35.
So many people would come back and complain after getting them turned that most places just didn't want to machine them anymore. When I was growing up I recall my mom getting a brake jobs on her car done at the oldsmobile dealership...... It's pulsing, it's pulling to the left , it's pulling to the right, it's making noise, etc. It was never as good as new when they were done working on it.
Be glad you don't have a newfangled vehicle that either has to have the whole hub removed from the car replaced because the rotor is integral to it.......... Or must be turned on the vehicle......

I had my front rotors turned at NAPA of Beaverton. The guy did a great job, it was cheap, and I kept my wheel bearings which were in good shape. That was 30,000 miles ago, the brakes are pulse, pull, and vibration free. I panic-stopped once to miss a racoon, no pulling, no vibrating or locking up, and they were just as smooth as ever afterward. I missed the racoon and it skittered off to continue pillaging garbage cans.
If you go to a NAPA or a local machine shop you can get a feel for if the guy knows how to turn rotors just by talking to them.
Here's a guy that know how. You just have to find one. He might even be happy to see you.
