Cheapest way is to reduce your weight to power ratio. Lose some weight. You won't gain HP, but it'll perform better.
You can modify your stock intake (do a search) and gain a little power.
You can buy aftermarket intakes.
You can change out exhaust to flow better.
You can get a super charger kit.
You can fabricate an turbo kit.
You can go the easy way and do nitrous.
You can start getting into the internals.
You can put stock tires back on to recoup some lost HP.
What path are you wanting to go?
What is your main goal?
What is your budget?
What base are you starting out with? (what engine)

You'd have to check your axle code (sticker on the driver side door jamb) but most will say 4.56 is the magic number for 35's. I have 35's and the stock 3.55, but I only ride the 35's when I know I'm going to play. Otherwise my stock tires stay on. They're cheaper to replace.

Do 4.56 and get a good programmer.
You will lose some gas mileage (higher RPM's if you do freeway driving) but you gain a bit of performance. I'm sure 4.88 would be okay, but you'll be screaming when you drive down the freeway, and gas mileage will doubly suck.
With the money you're willing to front, I'd say stick with the gearings and programmer.
