Default Another Horn Question

Hey all,
I recently purchased a 2003 4X4 XL 4.6 V8, auto trans with 110k miles. This truck belonged to a police department as a search and rescue vehicle so I'm pretty confident that it has been well maintained and that it does not have "patrol miles" on it.
The horn doesn't work. The fuse is good. The relay is good. The switch is good as I can hear the relay click when the horn button is pressed. I swapped the wiper relay into the horn slot to double check (that one clicked too). NO POWER at the plug that connects to the horn when tested with my 12v test light.
I'm thinking that there's trouble between the relay and the horn itself. Are there connections or plugs you know of in the harness for me to look at?
Other ideas?

Thanks in advance

Some agencies used the horn with the siren. My guess is that they cut into it somewhere.

Thanks GT. I was afraid of that. I guess I'll just have to comb through the harness until I find it.
When they prepped the truck for sale, they took out all the lights, radios, etc but left a bunch of brackets and bundles of severed wires.
I think I'm about to develop a relationship with this truck!

In Utah, they hook safety equipment back to stock. But, it could have just been overlooked. I wish I knew the location of the wiring... that way I could be more useful to you. I have an EVTM for my 97 at home. If nobody answers before I get home from work, I'll see if it gives me the location. However, it could be different between 97 and 03.... probably is, knowing Ford.

Trace the horn wire back. Usually they splice near the horn.
