Did you try engaging the accuator manually? Sometimes they stick and just need to be freed up. If thats the case, little wd-40 will help it stay that way.

I've tried knocking on it while my dad switched between 2wd and 4wd nothing then I tried pulling it out by hand and there was too much pressure I couldn't pull it out but I switched the vacuum line on the top of the actuator and it push out right away

Mine does ALL the steps required for 4x4 to work. Sound, movement and suction and the dash lights... But wouldn't you know, no 4x4. Im really at a loss on this. Went to the beach yesterday and could have really used it as I was having trouble with my nitto's digging in the sand.

Zach, I bet you need a 4WD Actuator Fork.

The little plastic guides wear down and the fork is unable to engage the front axle.

You have to open up the front axle to replace it. See this thread:

Could be. If everything works properly from the switch down to the actuator, then the fork is moving but not engaging.

You could put the front end in the air (jackstands up front, block the back tires), switch to 4wd. Visually verify that the vacuum actuator moved, then check if 4wd is actually engaged by rotating the front tires by hand.
