Default 4 wheel drive problem

I just installed a new acuator on the truck, all the dash lights work, the click i hear behind the dash on the passenger side, the drive shaft moves when engaged in 4 high and low,I pulled the vaccum lines off and have vaccum in the lines, does anyone have any input on what it may be. I know this is a f150 forum but i am havin issues with a 97 f250 lt duty. And i was told it doesn't have hubs.

Ambiguous post. What actuator did you change? Why did you change it? What drive shaft moves when engaged in 4 high and low and how do you know it moves? What lines have vacuum and when and where did you pull the off? Does your 97 F-250 LD have 7 lug nuts?

Default 97 f250

Yes it has 7 lugs. I changed the acuator on the front drive shaft. I pulled the blue and red one off the top of the acuator. I checked the over flow hose for blockage and it was clear. I put the truck in 4 wheel drive, then put it in drive,I had my girlfriend move the truck forward and the rear and the front drive shaft both move when in gear. I changed it cause when you shifted it into 4 wheel drive high or low it wouldn't extend or retract. When it was in 4 the blue line had the suction, the red didn't.

Lift and support the front of the truck so the front wheels are off the ground. Key ON transmission in P engage 4Hi. Try turning the front drive shaft. It should not turn. If it does not rotate one of the front wheels. The other should rotate in t he opposite direction. If it doesn't the front axle is not engaging. While the actuator may very well move the internal shift fork may not. Check t he actuator for movement and also try moving the lever by hand. If it moves freely and the front axle still doesn't engage you will need a front axle shift fork kit. Did you check your new actuator for movement with it off the axle?
