You can start with what you have listed plus stroke it to a 5.0 and use forged internals. Just search 4.6 stroker kit on google

Idk on price but if you can do it yourself im sure you could save a few bucks right there. Plus the supercharger wont put you anywhere near the 400 hp mark considering your prolly only making 220 stock.

400 HP is safe on a stock bottom end for quite a while I would think. You're not going to hit 400 HP for under 5 grand so you'd might as well plan on spending that or just doing the all the little stuff and getting 30-40 HP and enjoying the little boost of power without breaking anything.

If you have an 01 or newer than you have a PI motor which means a little more HP than the older 4.6s already and if I were you I would do the Gotts mod, E-fans, comp cams and springs, a cat back or if you feel like spending more get headers and have two magnaflow hiflo cats put in and a new y-pipe too, and if you have 2wd definitely gears, generally 4.10s but that's up to you. If you have 4x4 the price of gears at least doubles obviously so you'd have to figure out if that's right for you.

All that would run about $3500 if you had all the labor done for you, probably a thousand less if you can do it yourself. Even after that you'll be nowhere near 400hp. More like 300 actually. To make more HP after that I'd add foxlake.com's stage 2 ported heads, they're supposed to be fantastic, but run close to 3 grand I think but claim to add around 100 HP.

If you have a 97-00 you pretty much need new heads to make any decent power so I'd go straight for the Fox Lake ported heads and you can get them with comp cams already installed. Then I'd basically do the same thing I mentioned up there, Gotts mod, E-fan, full exhaust and gears. Again probably close to 5 grand and you still wouldn't be at the 400HP mark.

Power is expensive. And even more expensive when it breaks.

Edit: God I forgot to add a tuner. I like my SCT X3. I haven't messed with it too much but after I got my custom tunes from VMP tuning my truck ran 100% better. Also add $400 for that and another about $90 an hour if you want to get it dynotuned.
