I'm just curious what these odd looking things are on the bumper of my truck. Any input appreciated thank you.

They only LOOK like alert whistles.

They are jet intakes for that aftermarket bumper to keep the internal air in the tubes cool so the paint won't come off.

I agree. That looks like deer whistles. I could use some myself.
My dad had one run into the side of his truck. He had deer whistles sitting in his shop and asked him if he put them on. He said, no, I don't think those things work.

I told him they certainly don't work if they aren't on

Those are somewhat effective but the most effective add on is a system developed by an engineer named Bubb Rubb.
