on my 05, there is a little lock thing by the license plate. you have to use your ignition key to unlock it and then it comes out. you them assemble your tire jack cranking assembly and insert it thru the hole in the bumper into the spare tire holder and crank it down.

under your back seat(assuming you have a supercab) is your jack handle and extensions. just assemble them and stick the end through the hole and into the spare tire drop down assembly. then wind the tire down.the handle assembly can only go in one way and one spot. good luck. once you get it, you'll wonder what all the fuss was about.

it's too bad it wouldn't work for ya. but the line cutting is ok. my spare rides in the box also due to my aftermarket exhaust and the fact that if your tire blows while in the mud, getting it out will be messy.
