Would a radio out of an 07 that does not have the steering wheel radio control work with a 04 that has the steering wheel radio controls

Anybody know? My ford dealer is telling me no but i was told by a friend that he swapped out steering wheels and the radio controls on the steering wheel worked with the radio.
