Or maybe they ran into something and figured it was cheaper to switch to a chrome bumper rather than get another one painted? What does the back bumper look like? Chrome as well??

 

Is that grille plasti dipped? The color looks a little off. Also, is that bottom of the rockers plasti dipped? It's a long shot, but previous owner may have dipped the bumpers, and they started peeling, so either themselves or the dealer peeled them off so it didn't look as bad.
