Mods?
I dont know what all you already have, but here are afew cheap mods
Cheap, but awesome mods...... LED interior lights, stealth turn signal bulbs, gets that amber color out of the turn signal bowl but still flashes amber. Good floor mats, like weathertech. Gotts mod, K&N filter. There are alot of things to do, just find what fits the look you are wanting

Don't save it, you'll have plenty of time to save your money when you're out of college or high school. Rent is free, now is the time to blow it! 
I say get a CB, you can get a nice setup for under $200, professionally installed too I bet.
