The best way to keep this from happening doesn't cost any money... Switch the pivots. The two pieces that your tailgate "hinges" on, one is round and one is flat. Switch sides. This is a pain in the dick to do and usually requires two people but it is free and makes it nearly impossible for anyone to steal your tailgate. Unless of course they want to go through the same hassle you went through.
