Rust convertor and por 15 will fade and get chalky in the sun. It has to be painted over.

if its on the inside of the bed, i would just rough the area up, If its not already rusted bad, id get a rustolium etching primer in a spray can, then do 2 coats of that, then get a rusolium spray paint that is close to the color of your truck. and do 3-2 coats ontop of the primer, roughing the area up in between coats with high grit sand paper.

You shouldn't need to rough it up, the paint will stick to itsself. Just clean it good before you start

home depot or similar has Rustolium, rust converter is a chemical that turns rust into a paintable substance, be sure to sand as much rust off as possible first.
dont forget a "etching" primer
good luck

The only thing you might need besides the por15 if your messy is the solvent por15 makes to take it off because if you get any of it on you its gonna stay there for a while without that solvent lol.
