Those are projector halo headlights. You can find them on Ebay or just google them. I'm not sure it there is a DIY out there or not.

So do you use the halos as your headlights?? like the green ones would light the road up green? These things look awesome but they confuse me as to functionality

They still have regular halogen (or HID, depending on what you want) bulbs. The Halos can be run off your parking lights, so you can have them on during the day, and then they'll also work at night while your bulbs are on.

You can not buy those off ebay, that is a complete custom installation of oracal lighting.

The green is mostly for looks. Plus you can get color shifting ones as well. Those LED's are bright though.

Ok that makes sense but what's the point in buying them if ur regular lights will just drown them out?

Because they look super bad *** when your lights are turned off lol plus people can still see them at night its just got the regular lights inside of the halo ring and the regular ones are brighter
