Well. It's been a while and I have finally fixed the issue. After looking at every fuse, every wire, every relay, I have finally fixed the problem and it was so stupid I should have started with this fix instead of going through the trouble of everything else. So I took my old bulbs, which I still had that worked fine when I took them out almost a year ago now, and I swapped them back in the headlights and everything worked fine. No more issues. Wtf! Right? The simplest fix ever yet not the most obvious. So some how both of my bulbs blew the high beam filament at the exact same time. What are the odds of that. So I feel like an idiot for not going this earlier but I am glad I didn't have to spend any $$$ to make the fix. I just wish I knew or figured it out earlier. Oh well. Maybe this will eventually help someone else.
