Are there any wires chaffed touching more metal possibly causing it to fry out?

Can you provide us with the bulb part number? You say it's OEM, but just to be sure.... The only reason the harness/bulb socket is fried or burned is due to too much current draw. Either the bulb is drawing too much, or there's a short in this circuit, although the fuse should be blowing. Why you are not blowing fuses concerns me. Did someone put a higher rated fuse in the headlight circuits? If so, this is a huge no no. The wiring is rated for a certain current, and attempting to "crank it up" by using a higher rated fuse is asking for an electrical fire.

Check the fuses too and let us know their rating.

When you replaced the harness, did the bulb sockets get replaced?
