It sounds like your transfer case motor is working (engaging), you said you tested the vacuum so if you're sure about that then it sounds like your actuators were damaged from only half engaging which causes the grinding noise. Take your bad one to Ford and have them take a look at it and compare it to their new one. A side by side comparison should tell you what you need to know.
