he's telling you the computer is doing what it should do so don't replace that...you need to look at the codes it's telling you are the issues the computer is seeing...

if that engine has 400k its near the end of its life . I would not pour parts into it . If the body is good I would consider a reman engine $3200 just for the engine not labor , plus moving over stuff from your engine fluids gaskets etc will be extra . I doubt many guys on here would rehab a 400k engine , too much wear, parts too expensive . Crank, pistons rings ,valves ,sludge to just name a few .
I'm not saying you can't get it to run but its like a person being a 100 years old they can't be repaired much . Its the do not resuscitate thing.
Of course we will help you try to get a reasonable fix but we don't want you to fall into a money pit . Its very easy to blame the computer but its usually something else telling the computer no go .

Code P0128 - Coolant Temperature Below Thermostat Regulating Temperature this will not cause a fail safe ,it just can't be up to temp for emissions and proper performance . did you remove the thermostat and leave it out .

P0021 - "A" Camshaft Position - Timing Over-Advanced or System Performance (Bank 2)
drivers side cam is not where it should be did he put cheap phasors in it . always use oem
P0420 Catalyst System Efficiency Below Threshold bank 1 passenger side won't cause fail safe
P0430 Catalyst System Efficiency Below Threshold (Bank 2) drivers side same

P0011: "A" Camshaft Position - Timing Over-Advanced or System Performance (Bank 1) passenger side cam not where it should be bad cheap phasor ??

There is no good list of things that cause failsafe on this truck it tries to prevent engine damage etc and get you home . overheated engine ,treansmission problems ,speed sensors on tranny . Usually there is other codes to help out source .
