I don't think your led is BAD. If it was, you should have a DTC code P0650 "MIL Control Circuit Malfunction".

Also, if you can read custom PIDs direct, PID # 162E bit 4 is "MIL_F" , Malfunction Indicator Lamp Fault is set true if the Check Engine light circuit is 'open' or 'shorted' to VCC.

I have found a repair place not far from me so it is booked in for next Wednesday. He said he can test all lights, LEDs and gauge functions. I will let you know what he finds

You don't believe me? The Ford engineers did that to keep unscrupulous car dealers from cutting the trace on the HIC to shut off the MIL.

I wonder what the OP's local 'repair place' is going to tell him?

Update
So I took the gauge cluster to the specialist and he took it apart and found another peace of black tape on the back of the front face over the engine light so that problem solved. I had already read fault codes and rectified the problem.
Next the speedo, he removed stepper motor only to find that the ones ford use in the uk have the connections on the wrong side so he stripped mine, cleaned it up and rebuilt it and it works perfectly. He did say if it fails again I will need to get the right stepper motor from the USA 🇺🇸

Just got home and refitted it and it all work perfectly at the moment. Anyone know were I can get a stepper motor?

The old black tape trick. I'd at least put a scare in the previous owner and tell him thats a big fraud to hide that from potential buyers. See if they admit to it. I would guess ebay on the stepper motor but I don't know for sure.

If not then the light is likely out OR some have even taped over it to hide the light when they sell it. I also assumed since you knew it was an LED that you've been into the gauge cluster to check it which would tell me there wasnt any tape on the back side of the gauge faces to hide the CEL.
