Straight out of the owners manual did you make sure that:
To program the transmitters yourself:
Note: Ensure the brake pedal is not
depressed during this sequence.
• Unlock all doors using the power
door lock/unlock control. Insert a
key and turn the ignition from
the 1 (OFF/LOCK) to the 3 (ON)
position and cycle between 1
(OFF/LOCK) and 3 (ON) eight
times in rapid succession (within
10 seconds) with the eighth turn
ending in the 3 (ON) position. The locks will cycle to confirm that the
programming mode has been entered.
• Within 20 seconds, program a remote transmitter by pressing any
button on a transmitter. The locks will cycle once to confirm that the
remote transmitter has been programmed. (If more than 20 seconds
pass before pressing a remote transmitter button, the programming
mode will exit and the procedure will have to be repeated.)
• Repeat the previous step to program additional remote transmitters.
The locks will cycle once to confirm that each remote transmitter has
been programmed.
• When you have completed programming the remote transmitters, turn
the ignition to the 1 (OFF/LOCK) position or wait 20 seconds. Again
the doors will lock/unlock to confirm programming has been
completed.
Just checking, there are some of these little things like hitting the unlock button on the door first, and not pressing the brake pedal that some people over look.

Yes, this confirms that it was not unlocked when the vehicle was built. However, I believe that the architecture is still designed into the module to allow it to be turned on. The dealers locally that I did call advised this could be 'turned on' but wanted to charge $90+ to hook it up and enable it.
At this point, I think it is fair to say that it is not easily turned on with 'non-Ford' software. I was hoping that some out there had the ability to 'flip the switch' to enable this feature. If nobody else chimes in that they can help, I'll likely have to pony up the $$ to have this done.
I will also try to reach out to other Ford forums(Crown Vic, Mustang, etc) and see if anyone else might have the ability to enable this feature. This may be more challenging than I initially thought to do outside the dealership. Here are examples of those that say it can be done on this generation of Ford products.

Look at the programming screen at 1:04 on this video. This is the IDS system I'm thinking is used to enable the various options/features a ford vehicle might have. While this is for key programming, I believe it is for all options on the BCM.
