PS - I think Dirt's solution would be best for you - DRL is the ticket.
My mother kept that knife with the melted end for at least a decade, and told the story to everyone who visited the house.

Agree about the DRL. Looks like it may be very simple. Still looking for the right components/instructions.

Hmmm... I don't think they'd actually get hurt. The outlet would just short itself at the surge protector, the electricity would barely make it to the water. Even if it did pass through the water to earth ground, it'd likely go through just the water itself and right around the bodies because electricity is lazy and takes the path of least resistance, and the bodies aren't in series... okay this is getting nerdy.

Any auto parts place should have a DRL module in stock and most come with basic wiring instructions.

FWIW vehicles in Canada have had mandated DRL for over 20 years now. Americans used to ask me, we I pumped gas in high school, why everyone was driving around with their headlights on during the day. lol

Hmmmm....that was about the age I was when I figured a really fast way to recharge batteries was to duct tape one of those "U" shaped steel nails with the two points, to the top (positive) of a D-cell battery. Just plug it in. Got really really hot...so it had to be charged up to its max. Charged a couple that way, until my Dad went down and traced along all of the lines with a flashlight, wondering what kept blowing the fuses.....
