The evap test occurs when the tank is between 3/4 full and 1/4 empty. It is a test to make sure the evap system holds vacuum and doesn't leak to the outside air. It usually is completed within 10 - 20 miles. The actuator valve originates the beginning of the test will state incomplete until it finishes and says OK. Looking for a vacuum leak at back of intake manifold and hoses is good. After it has completed its test and OK's the system it will occassionally retest for leaks. Many have dealt with same situation and navigate to search box at top of page and type in " vacuum leak during evap test" for more info quick as you can read it.

But I've noticed every time I clear the code my code scanner has 6 monitors it checks every time. One is evap and it has always been incomplete every time I hook scanner up. Does anyone think this is contributing to the p0430 code?
I don't think so, the monitors have very specific parameters that they test in, so the odds are that one or more of the parameters haven't been met yet. P0430 is letting you know that the catalytic converter is not working efficiently enough (or a sensor is saying so, at least), keep that in mind during your testing.

Well found an exhaust shop 19 miles away to put both cats on for $350. Hopefully this fixes the problem. I will update in a few days of driving and let everyone know if that's the fix or not.

Your O2 sensors in 2 position don't cycle so hard with good Catz. A good code reader can graph the O2 sensor operation of all 4 and actually graph all the PID's in real time operation to help in further needs, as needed.
