Those are not blocks. Those are the spring perches on the axle. This truck option apparently did not come with any blocks. Most 2wd trucks do not have any blocks.
In the picture below you can see the blocks on top of the perch. Your's sits directly on the perch.

A difference in height can occur with blocks or by having heavier springs (due to a trailer packages for instance) which have a bigger arch to them.

So it would appear that XLT's have no blocks (heavy duty payload package unknown).
FX2's have 1.25" blocks (per Summers)
4x4's have 1.25" blocks as well (?)
And then there's an unknown with the 4x4 heavy duty payload setup.
I think you have your logic a little messed up. You need to look at this in terms of 2WD vs. 4WD, not package level. A 2WD XLT, would have no rear blocks, a 4WD does. My XLT sat as high as my FX4, both 4WD, both standard payload, and both have blocks. And as stated, the 1.25" you are seeing is the actual spring perch welded to the axle, not a block.
Addititionally, there are different u-bolts, u-bolt retaining plate, and u-bolt nuts for the heavy duty payload package across both 2wd and 4wd. Obviously, there are different leaf springs as well.
