4wd question
if i understand how the 4x4 engages, that actually makes sense, I believe at the hub actuators you need vacuum to NOT be engage the front axle so having that vacuum hose come out means the actuators should be engaged.
I assume you have the shift on the fly ****... can you crawl under and look at the cable going to your transfer case, then engage 4 wheel drive and look at the cable again and make sure it moved?
another thing... in case you were trying to use 4lo you need to be in neutral, then engage 4lo. no offense intended whether you knew that or not.

i guess it could be something physically blocking the actuators, but i'd imagine that you would likely hear some grinding from them trying to partially engage.
did you get a chance to look through VTX1800N1's write up... it's pretty thorough. not just how it works but what can go wrong and how to trouble shoot it.
